Salomon is busy warning us in Proverbs 6 about how to not ruin our lives. In these verses he is busy warning his son, and us, against the worthless person - against the person who is a "son of Belial". Such a person has no worth before God or man, but is seeking to, like the devil, bring people to ruin. But God hates the worthless person and will suddenly and fully repay and ruin him.
